Mr. Anderson therefore encouraged substantial discussion prior to any vote on any candidate. Mayor Klausing reiterated his preference for discussion prior to any motions being brought forward. City Attorney Anderson clarified that, as long as Mayor Klausing made the appointment in the event of a tie vote, the Mayor was permitted any advice available; but the word "shall" in the Statute was mandatory. Mayor Klausing opened the discussion to public comment, with no one appeanng. Council discussion ensued in the process, with Councilmember Kough noting the number of qualified candidates available, making the decision a difficult one. Councilmember Maschka provided his personal ranking of candidates: 1) Amy Ihlan, opining that she had earned the right to appointment given her placement in the recently-held elections and the public's trust in her abilities; 2) Gail Pederson, citing her clear capabilities and experienced leadership in the community; and 3) John Goedeke, noting the benefits available in using Mr. Goedeke's expertise during the eleven-week appointment period.
