<br />Regular City Council Meeting - 01/26/04 <br />Page 26 <br /> <br />panel or maintain it at twenty-five (25) members. <br /> <br />Councilmember Schroeder reiterated his support of Ms. Johnson- <br />Nygaard as a valuable asset to the Panel. <br /> <br />Further discussion ensued regarding the size of the Panel; <br />whether to solicit additional property/business owners; whether <br />to interview candidates; impacts on Panel development and <br />timeline; scheduling of first Panel meeting on Thursday, <br />February 12; next regularly-scheduled City Council meeting on <br />February 9; and whether Councilmembers should individually <br />contact applicants to determine their qualifications if unfamiliar <br />to individual Councilmembers. <br /> <br />Councilmember Schroeder recommended that if necessary, <br />Councilmembers make individual contact with applicants, and at <br />the February 9, 2004 Council meeting, each Councilmember <br />come prepared with their ranking of candidates where more than <br />the recommended number of applications were received. <br /> <br />In an effort to facilitate time, City Manager Beets suggested <br />consideration of four Councilmembers, with four neighborhoods, <br />and each Councilmember taking responsibility for a specific <br />neighborhood. No consensus was achieved for this suggestion. <br /> <br />City Attorney Anderson was consulted regarding the Council's <br />e-mailing the City Manager prior to the February 9 meeting to <br />combine appointment preferences and whether this would violate <br />Open Meeting Law requirements. <br /> <br />City Attorney Anderson advised that e-mails to the City Manager <br />were appropriate, but not to each other, unless they became a <br />part of the public information process by inclusion in the Council <br />packet. <br /> <br />Further discussion included whether individual calls to <br />applicants were warranted or advisable; and the necessity to stay <br />on schedule and not delay the Panel meeting process. <br /> <br />Recess <br />Mayor Klausing recessed the meeting at 8:44 p.m. and <br />
