Ramsey County Cooperative Agreement with the City of Roseville for Phase I of the County Road C Reconstruction Project Public Works Director Duane Schwartz briefly reviewed a proposed Cooperative Agreement No. PW 2004-01, that would initiate preparatory work for the County Road C reconstruction project. Mr. Schwartz reviewed the engineer's estimated costs for various components of the project, and funds that would be utilized for the project, including Municipal State Aid (MSA) funds; assessments; stormwater utility funds, which had been reduced significantly with additional federal and county funding allocations; and other utility funds. Mr. Schwartz noted that the estimated costs would be adjusted during the course of the project in accordance with actual construction costs. Maschka moved, Kough seconded, approval of cooperative agreement PW2004-0 1 between Ramsey County and the City of Roseville, and authorized the Mayor and Manager to sign the agreement on behalf of the City. Councilmember Schroeder sought clarification on the reimbursement percentages and the calculation formula; with Mr. Schwartz identifying them as calculated by Ramsey County, based on the city share, not the total cost, according to the County's cost-share policy. Councilmen1ber Kough sought clarification on whether any monies were recoverable from the railroad crossings on Fairview and Snelling; with Mr. Schwartz confirming affirmatively, that those monies had been calculated in the estimates.
