<br />Regular City Council Meeting - 02/23/04 <br />Page 6 <br /> <br />4.2 <br /> <br />City Council Proclamation Designating March 2nd as <br />National Sportsmanship Day in Roseville <br />Kough moved, Ihlan seconded, proclaiming March 2, <br />2004 to be National Sportsmanship Day in the City of <br />Roseville and urged all citizens to join together to <br />celebrate the contributions that sports provide to the <br />community. <br />Roll Call <br />Ayes: Ihlan, Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />4.3 <br /> <br />Minnesota Parks and Recreation Award for the <br />Cultural Arts Series Rose of Many Colors Program <br />Assistant Parks and Recreation Director Jill Anfay <br />described program. She introduced John Elholm, from the <br />Minnesota Parks and Recreation Association, and a <br />Roseville resident. Mr. Elholm described the mini-grant <br />process of the Rose of Many Colors Cultural Arts Series <br />and awarded the plaque to Mayor Klausing. <br /> <br />City Council <br />Proclamation <br />Designating March <br />2nd as National <br />Sportsmanship Day <br />in Roseville <br /> <br />Minnesota Parks <br />and Recreation <br />Award for the <br />Cultural Arts <br />Series Rose of Many <br />Colors Program <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at 6:56 p.m. and <br />reconvened the meeting at 7:05 p.m. <br /> <br />4.1 <br /> <br />Human Rights Commission Youth Essay Contest <br />Winners and Honorable Mentions <br />Human Rights Commission Vice Chair Steve Zon1 <br />introduced students and their instructors. He recognized <br />the principals of Parkview and Roseville Area Middle <br />School. He then described the question and theme for this <br />year's competition. <br /> <br />First Place Winner: Harry KeIrn <br />Second Place Winner: Betsy Snyder <br />Third Place Winner: Deidre Konold <br />Honorable Mention: Peter LePalm, Peter Thein and <br />Daniela Vazquez. <br /> <br />Human Rights <br />Commission Youth <br />Essay Contest <br />Winners and <br />Honorable <br />Mentions <br /> <br />Junior World Skating Championship Review Junior World <br />Parks and Recreation Director Lonnie Brokke expressed Speedskating <br />
