<br />Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council <br />Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN <br />Discussion Notes - Page 13 <br /> <br />Development staff and their support staff for their high <br />proficiency; focus; flexibility; vision; technological systems <br />(i.e., database and GIS); and their stability. <br /> <br />Mr. Welch noted that the department is self-supporting as <br />far as financial revenues/expenses; and not the cyclical <br />nature of the department. Mr. Welsch further recognized <br />the great support the department received from the <br />Administration and Finance Departments. <br /> <br />Weaknesses <br /> <br />1. Stressed by diverse workload and deadlines; no <br /> backup staff or support available <br />2. No training budgets <br />3. Lack vision; Mission from City Council, Planning <br /> Commission, and City Manager to be the best <br /> possible <br />4. In 2004, office space moving and reconstruction <br />5.
