Traffic congestion is a state-wide concern <br /> <br />Mr. Schwartz noted the need to cooperatively participate <br />with other jurisdictions and agencies on a regional basis, <br />thinking outside the box, to ensure expansion of area <br />freeways, while preventing Roseville from becoming a pass- <br />through community, to ensure that future transit needs are <br />well-served. <br /> <br />Threats <br /> <br />1. Declining State Aid dollars <br />2. Increased local cost participation III state/county <br /> projects <br />3. Decreased training dollars <br />4. Unfunded mandates <br />5. Decreased maintenance by county/state <br />6. Increased traffic and speeding in neighborhoods <br />7. Pedestrian safety due to increased traffic <br />8. Decreased bus routes/ridership <br />9. Crowded r-o-w for underground utilities <br />10. Expectation of higher-level of service for same <br /> dollars <br /> <br />Mr. Schwartz highlighted crowded right-of-way area for <br />underground utilities and the need to monitor, and possibly <br />consider installation of conduit lines to lease-back to <br />different companies. <br /> <br />Discussion included the implications of GASB-34 <br />accounting requirements, and advantages in determining the <br />values of the City's infrastructure. <br /> <br />Another issue identified that technology would represent <br />two phases; working with fewer people, while enabling <br />management, production, and tracking of the City's <br />infrastructure. <br />
