Focus on short-term versus long-term <br /> <br />Mr. Miller noted the structural deficit resulted in the <br />General Fund due to Local Government Aid (LGA) cuts <br />experienced in 2003 and anticipated in 2004, noting that <br />while budget reductions were achieved, there was still <br />approximately $350,000 in lost aid that hadn't been <br />accounted for, noting the City's ability to sustain the losses <br />with the assistance of reserves. <br /> <br />Discussion included unanticipated LGA reforms in the <br />upcoming legislative session; Roseville being one of a few <br />cities that had a 100% LGA cut; with everyone concurring <br />that loss of LGA would probably be a permanent issue <br />and should not be an anticipated revenue source for the <br />City. <br /> <br />Further discussion included the percentage of impact on the <br />General Fund and total budget; levy limits and tax <br />expenditure limits; Reserve Fund balances; fiscal <br />disparities and potential calculation modifications; only <br />three Cities within Ramsey County contributing to fiscal <br />disparities (Roseville, Arden Hills and Maplewood); and the <br />inter-dependency of metropolitan communities. <br /> <br />o <br /> <br />Inn ortunltIes <br />1. Leveraging local monies with Federal and State <br /> public/private partnerships <br /> <br />Mr. Miller highlighted the City's successful IT services to <br />eight (8) other communities, which has allowed the City to <br />leverage some of those monies to increase staffing levels <br />without increasing costs; hoped to use that success in <br />building other cooperative efforts; the superiority of the <br />City's institutional network connecting our city and <br />
