<br />Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council <br />Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN <br />Discussion Notes - Page 5 <br /> <br />Lt. Mathwig noted that the department has forty-nine (49) <br />sworn offices,; with 1/3 of the department hired within the <br />last five (5) years, providing good energy on a positive note, <br />but lacking expertise on the negative side. Lt. Mathwig <br />noted that his was indicative of police department trends. <br /> <br />Lt. Mathwig noted that the department's administrative <br />support team's statistical database accuracy was at 98%, as <br />recognized by data submitted to the Bureau of Criminal <br />Apprehensive (BCA) and Federal Bureau of Investigation <br />(FBI). Lt. Mathwig defined reporting that included an <br />average of 23,000 all-inclusive calls per year, with an <br />average of 8,000 to 9,000 citations issued per year; in <br />addition to an average of 20,000 contacts or stops per year <br />(i.e., warnings, with no citations issued). <br /> <br />Lt. Mathwig recognized the continued success of the City's <br />crime prevention programs, through participation in <br />National Night Out, and the local Community and Family <br />Night Out, in an effort to meet people in non- <br />confrontational situations. Lt. Mathwig summarized the <br />"can do" attitude of the department in efforts to be <br />progressive in problem-solving, not just reactive to <br />situations. <br /> <br />Weaknesses <br /> <br />1. No commercial patrol officer <br />2. No dedicated traffic enforcement unit <br />3. No dedicated high tech and R & D staff member <br />4. Need more focus on homeland security issues <br />5. Seek more interaction with community on quality-of- <br /> life issues <br /> <br />Lt. Mathwig noted that while Rosedale and H arM ar <br />Shopping Centers presented economic value to the <br />community, they also provided a Mecca for potential crime, <br />with a majority of arrests involving people not from <br />Roseville. Lt. Mathwig recognized that most of the "Dale" <br />communities had permanently-dedicated commercial <br />staffing; and that the City of Roseville was attempting to <br />
