<br />Regular City Council Meeting - 02/09/04 <br />Page 8 <br /> <br />Councilmember Schroeder used Consent Agenda Item 3.2 <br />as an example of the confusion, with having three (3) <br />options "approve (modify or deny)" for the ordinance. <br /> <br />City Manager Beets responded that if the item was on <br />Consent for Approval it was on Consent for Approval; if a <br />councilmember wanted to modify or deny a Consent <br />approval item, they should take it off Consent. But that no <br />councilmember had suggested they wanted to modify or <br />deny these items when they were previously before the <br />Council. <br /> <br />Mayor Klausing clarified future staff report wording for <br />recommending approval would include the requested <br />action to approve, and the Council would reserve the <br />authority to modify or deny, at which time it would be <br />removed from the Consent Agenda. <br /> <br />Councilmember Kough addressed his concerns related to <br />zoning issues and a future bowling alley use. <br /> <br />Community Development Director Dennis Welsch <br />clarified that for a bowling alley at HarMar, a Conditional <br />Use Permit would be required in a B-2 Zone, but the issue <br />at HarMar had been related to the lease, and was not <br />applicable to Land Use regulation. <br /> <br />John Kysylyczyn, 3083 Victoria Avenue N <br />Mr. Kysylyczyn expressed confusion about which item <br />was applicable for current Council discussion, and <br />reviewed historical agendas and Council Rules and <br />Procedures for Ordinance and Resolution approvals; and <br />the need for 4/5 approval on Summary Ordinances. <br /> <br />Mr. Kysylyczyn spoke regarding Item 3.9 related to <br />Shopping Center Zoning Districts; referring to page three <br />of the staff report (Planning Commission comments) <br />regarding applicable rules for specific shopping centers; <br />and encouraged the Council to take a leadership role and <br />resolve the inconsistency in this portion of the zoning <br />code. <br />
