<br />Regular City Council Meeting - 03/29/04 <br />Minutes - Page 23 <br /> <br />change as referenced above to delete the word, <br />"assuming," and adding the word, "and," on page 5, <br />third bullet point. <br /> <br />Ihlan moved, Klausing seconded, amendment to the <br />motion to insert applicable language to the effect that, <br />"if the agreement is terminated by either party on <br />September 30, 2004, each party bears responsibility for <br />their own costs." <br /> <br />Mayor Klausing sought approval of inclusion of the <br />amended language in the agreement from representatives of <br />the developer; and the developer's representative concurred <br />with the additional language clarification. <br /> <br />Councilmember Kough reiterated his lack of support for an <br />exclusive agreement with The Rottlund Company. <br /> <br />Roll Call (Amendment) <br />Ayes: Ihlan, Maschka, Schroeder and Klausing. <br />Nays: Kough. <br /> <br />Mayor Klausing continued discussion of the original <br />motion and sought Council comment. <br /> <br />Mayor Klausing noted his responsibilities as a public <br />official in providing due diligence to decision-making on <br />behalf of the community. Mayor Klausing spoke in <br />support of the motion; noted that the proposed project has <br />good possibilities, and expressed his willingness to <br />complete the process of analysis to determine the project's <br />feasibility and alternatives to reducing the financial gap. <br /> <br />Councilmember Ihlan, with inclusion of the amendment <br />that allows a parallel right of termination as of September <br />30, 2004, spoke in support of the motion; noting that this <br />was a more fair agreement for the City. Councilmember <br />Ihlan acknowledged the work to-date of the Twin Lakes <br />Stakeholder's Panel; and the strategic input that will be <br />forthcoming from the group over the next few months. <br />Councilmember Ihlan noted that the developer was <br />
