<br />March 29, 2004 <br /> <br />To: Roseville City Attorney <br /> <br />From: John Kysylyczyn <br /> <br />CC: Roseville City Council <br /> <br />RE: Ethics complaint concerning Pathways Committee <br />member Harry Wernecke <br /> <br />At the March 15, 2004 Roseville City Council meeting, behavior exhibited by <br />Pathways Committee member Harry Wernecke appears to have violated <br />Roseville's Ethics Resolution No. 8593. <br /> <br />Mr. Wernecke is covered under the Ethics Resolution, Section 2, under the <br />definition of a public official. <br /> <br />On March 15, 2004 at a Roseville City Council meeting, Mr. Wernecke exhibited <br />behavior which appears to violate Section 3 of the Ethics Resolution. During the <br />council meeting, Mr. Wernecke shouted out rude comments from the audience, <br />and moments later he used foul language three times in the presence of <br />members of the general public. <br /> <br />The specific word used three times was "asshole." <br /> <br />While I recognize that people often have strong feelings over issues, clearly this <br />type of behavior is unacceptable. Without question, a public official using foul <br />language within the hearing of members of the public, during a public meeting, is <br />beyond unacceptable. <br /> <br />I would hope that the council would see the wisdom in addressing this issue and <br />setting an example for all of the public officials who serve this community. <br /> <br />I believe this statement is true and not frivolous. <br />
