<br />Twin Lakes <br /> <br />I. Initial Recommendation: <br /> <br />1. Continue with the Twin Lakes Stakeholder Process, <br />2. With Some Modifications to the Text, Extend the Rottlund Exclusive Negotiation <br />Period 9, not 12, months to 12/31/04 <br />a. Also, set quarterly milestones [that I have yet to detail within the body of <br />the contract, or elsewhere, yet] at 6/31,9/31, and certainly 12/31 <br /> <br />II. Reasons: <br /> <br />If We Quit Now <br />We lose the $500k ofEPA environmental clean-up funds, which would be a tremendous <br />loss <br />We lose momentum gained through lots of hard work by lots of people over the last 5-6 <br />years, and <br />We lose the excellent talent that has now been assembled to look hard at Twin Lakes <br />especially John Shardlow ofDSU, the 25 stakeholders on the panel, and a premier <br />housing developer Rottlund Homes who has tackled tough projects in the past and whose <br />senior management seems detennined to try to tackle this one. <br />Quitting is not a solution, it is giving up on a solution. <br /> <br />If We Continue to Try Subiect to the Limitations Within My Recommendations (esp. YE <br />deadline) <br />We achieve a much better sense of closure after having been adequately forwarned of the <br />deadline <br />The recommended deadline, the size of the financing gap, and the difficulty of the project <br />are a spur to the creativity of all of us. <br />[Buys some goodwill with Rottlund] <br />[Staves off Danny Commers and the possibility of unfavorable redevelopment - such as <br />expansion of CUlTent trucking uses without any environmental clean-up] <br /> <br />III. If We Are Not Able to Satisfactorily Solve the Redevelopment Problems by <br />Year End, then I recommend the Council: <br /> <br />A. Not Extend the Negotiation Period Again; YE is a finn deadline; instead <br />B. Modify the Twin Lakes Master Plan and the city's Compo Plan in light ofthe <br />Stakeholder Panel input and what we learned from Rottlund's experience; and <br />C. Rezone Twin Lakes Consistently with the Revised Master and Compo Plans; <br />and <br />D. Continue to seek appropriate assistance from the legislature and granting <br />agencies; and <br />E. Continue to have staff try to attract appropriate uses to Twin Lakes; and <br />
