<br />Regular City Council Meeting - 03/08/04 <br />Minutes - Page 14 <br /> <br />Councilmember Kough opined his support of three (3) year term <br />limits; expressed his lack of support for automatic reappointment <br />in an effort to allow new people to serve when openings occur <br />and Council evaluation of existing and potential commissioners; <br />and spoke against combining the Human Rights and Police Civil <br />Service Commissions, noting the autonomy of the Police Civil <br />Service Commission in reviewing Police Department wages and <br />fairness of officer testing specifically related to that department. <br />Councilmember Kough noted that the City's Naturalist should be <br />able to address any outstanding environmental issues, rather than <br />creation of another comn1ission; however, spoke in support of a <br />Business Advisory Commission, encouraging more interaction of <br />the Mayor and Councilmembers with business representatives, <br />along with the City Manager, noting that was one of his <br />campaign promises. Councilmember Kough concluded by <br />supporting rescinding Resolution 9372, as it was not being <br />utilized. <br /> <br />Councilmen1ber Ihlan spoke in support of an Environmental <br />Advisory Council, noting that it had been her proposal, and <br />requested that some time be spent reviewing staff commentary <br />and further investigating the functions and rules of the <br />commissions in surrounding communities and whether a <br />commission was warranted. Councilmember Ihlan respectfully <br />requested additional time on a future agenda be provided for this <br />specific commission review. Councilmember Ihlan opined her <br />support of amending Resolution 9372 regarding the <br />reappointment process, noting her preference that all vacancies <br />be advertised and reappointments not automatically assumed <br />upon eligibility, to allow citizens to be aware of vacancies and <br />express their interest in serving. Councilmember Ihlan referred <br />to her memorandum dated March 3, 2004 and proposed <br />amendment to Resolution 9372: <br /> <br />"In deciding whether to reappoint a COlnmlSSlOn member <br />whose term is expiring, the Council should consult with the <br />commission chair, and may consider the member's record of <br />service on the commission, as well as the commission's needs <br />for continuity of membership;" and her recon11llendation that <br />the existing Section II of the resolution deleted. <br />
