<br />Regular City Council Meeting - 03/08/04 <br />Minutes - Page 15 <br /> <br />Councilmember Schroeder opined his appreciation of tonight's <br />discussion on the issue; but expressed his preference to delay any <br />decision-making on the appointment or interview process until <br />after the Special Election was held to allow five (5) citizen- <br />elected representatives to make the decision. Councilmember <br />Schroeder further opined his support of three (3) year terms; <br />submission of applications by reappointees; retaining the <br />interview process; maintaining the Police Civil Service <br />Commission as a separate commission; and his support for <br />rescinding the resolution. Councilmember Schroeder reiterated <br />his preference that no decision-making be done prior to the <br />Special Election. Councilmember Schroeder noted the need for a <br />nlore extensive review of duplication of efforts with <br />Commissions as it related to City Code, citing several examples <br />related to the existing Public Works and Transportation <br />Commission, Planning Commission; and prior to considering <br />additional Commissions (i.e., Environmental Task Force). <br />Councilmember Schroeder noted that the Chamber of Commerce <br />was available to address the needs of the business con1illunity <br />and should be used by the City as a source to achieve that <br />communication, in addition to combining activities that were <br />reduced due to budget cuts. <br /> <br />Mayor Klausing defined the need for action tonight on the <br />positions due to expire and whether to reappoint or extend <br />appointments until after the Special Election process. Mayor <br />Klausing sought consensus on reducing or standardizing <br />commission sizes; consideration of three (3) year terms; <br />scheduling of the appointment process; and ramifications of the <br />reappointment process used by Councilmembers in their <br />decision-making. <br /> <br />Councilmember Maschka noted that, in his twelve (12) years <br />serving the community, his experience was that it was more <br />difficult to keep dedicated people serving on commissions; and <br />that requiring reapplication for reappointment may have an <br />opposite affect than that sought by Councilmembers; particularly <br />the time required for a commissioner to become effective <br />following the learning curve. <br />
