Regular City Council Meeting - 03108104 Minutes - Page 2 Mayor Klausing and Councilmember Maschka concurred that the format used by staff for tonight's agenda were in following their understanding of the Council's directive. Councilmember Schroeder referenced the agenda used III the City of Little Canada and its easy-to-follow format. Mayor Klausing determined, after further discussion, that the format being used by staff was sufficient until a final formatting decision was made by the full Council following the Special municipal Election in April. There were no further comments on tonight's agenda. Public Comment Public Comment Mayor Klausing called for public comment by members of the audience on any non-agenda items. A. Joe Scheunemann, 697 Emerald Ridge Mr. Scheunemann reiterated his comments from the February 23, 2004 meeting regarding Allina's ambulance service in Roseville, and encouraged the City to seek out group legislation to receive authority to establish a city owned and operated Primary Service Area. Mr. Scheunemann opined that the monies saved should be more than sufficient to pay for a full-time Fire Department for the City. Mr. Scheunemann further opined that the days of a volunteer department were a thing of the past, and encouraged the City to take immediate steps to upgrade from a volunteer department. B. Bruce Kennedy, 1416 Skillman Mr. Kennedy provided Councilmenlbers with an update on his efforts on behalf of instant runoff voting and pending state legislation. Mr. Kennedy advised that the Senate had passed the legislation, but the House was scheduled to vote on the measure on Monday, March 15, 2004 at 3:00 p.m. Mr. Kennedy recommended that citizens become involved in supporting the legislation, and encouraged them to contact him at 651-633 - 3713 for carpooling and other accommodations to attend the vote and show their support.
