<br />Regular City Council Meeting - 03108104 <br />Minutes - Page 2 <br /> <br />Mayor Klausing and Councilmember Maschka concurred that <br />the format used by staff for tonight's agenda were in following <br />their understanding of the Council's directive. <br /> <br />Councilmember Schroeder referenced the agenda used III the <br />City of Little Canada and its easy-to-follow format. <br /> <br />Mayor Klausing determined, after further discussion, that the <br />format being used by staff was sufficient until a final formatting <br />decision was made by the full Council following the Special <br />municipal Election in April. <br /> <br />There were no further comments on tonight's agenda. <br /> <br />Public Comment Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. Joe Scheunemann, 697 Emerald Ridge <br />Mr. Scheunemann reiterated his comments from the <br />February 23, 2004 meeting regarding Allina's ambulance <br />service in Roseville, and encouraged the City to seek out <br />group legislation to receive authority to establish a city <br />owned and operated Primary Service Area. Mr. <br />Scheunemann opined that the monies saved should be more <br />than sufficient to pay for a full-time Fire Department for the <br />City. Mr. Scheunemann further opined that the days of a <br />volunteer department were a thing of the past, and <br />encouraged the City to take immediate steps to upgrade <br />from a volunteer department. <br /> <br />B. Bruce Kennedy, 1416 Skillman <br />Mr. Kennedy provided Councilmenlbers with an update on <br />his efforts on behalf of instant runoff voting and pending <br />state legislation. Mr. Kennedy advised that the Senate had <br />passed the legislation, but the House was scheduled to vote <br />on the measure on Monday, March 15, 2004 at 3:00 p.m. <br />Mr. Kennedy recommended that citizens become involved <br />in supporting the legislation, and encouraged them to <br />contact him at 651-633 - 3713 for carpooling and other <br />accommodations to attend the vote and show their support. <br />
