<br />Regular City Council Meeting - 03/08/04 <br />Minutes - Page 3 <br /> <br />Councilmember Schroeder reiterated his past concerns on <br />the need to educate Roseville citizens on this system, in <br />anticipation of the legislation passing; and expressed <br />concern that potential voters not be so intimidated as to not <br />show up at the polls. <br /> <br />Mr. Kennedy noted that his time, of late, had been <br />exclusively spent on getting the legislation heard and <br />passed. Mr. Kennedy shared some of his thoughts on <br />education, suggesting a direct mailing to past registered <br />voters and noting the volunteer pool available from the Fair <br />V ote Minnesota who have been advocating for this choice. <br />Mr. Kennedy further suggested educational sessions be held <br />at the public library and elderly housing units, in addition to <br />advertising in various media sources. Mr. Kennedy opined <br />that the educational options should be discussed, debated <br />and acted upon prior to the Council's adoption of an <br />ordinance related to instant runoff elections. <br /> <br />City Manager Beets responded that the March 15, 2004 <br />Council Study Session would be the last meeting scheduled <br />prior to the Special Election, and a draft ordinance would be <br />available in anticipation of the legislation being passed <br />earlier that day. Mr. Beets noted that staff would be acting <br />at the direction of the City Attorney to ensure that the <br />enactment, publication and process was followed <br />appropriately. <br /> <br />Councilmember Kough noted that he would be unavailable <br />to attend the March 15, 2004 meeting; and questioned City <br />Attorney Anderson on whether a super majority was <br />required to pass the ordinance. <br /> <br />City Attorney Anderson noted that a simple majority was all <br />that would be required to enact the ordinance. <br /> <br />C. Sarah Lenz, Roseville Area Arts Council <br />Ms. Lenz, on behalf of the Arts Council, advertised the <br />upcoming "Arts at the Oval" on March 20 and 21, 2004; and <br />provided additional promotional material for the public's <br />
