REVIEbYED/RECObAME;�iDS: <br />Last month, a representati ve of the Ci ty of Lauderda� e inqui red to the ci ty as <br />to the procedures on our storm v�ater pumping devices to contra7 t�e level of Wa7sh <br />l.ake which serves bath Lauderdale and Roseville. 7he specific probiem in question <br />�eas �he heavy rainfaTl that occurred on April 27, 1975, ��hen the lake levei rose and <br />some Lauderda7e residences had water prablems. As the attached 7etter indicates, they <br />are desirous of information and an investigation as to the canstruction of autamatic <br />��rater level cantrols. I have discussed this matter with city staff inembers and the <br />events that occurred are as fa�lows: <br />Late last fal7, f�SP provided the necessary electrical service to �he pumping <br />facilitzes an tt�e narthern edge of Wa1sh Lake which serves as an overfio�r <br />facility and can be put into operation to pump water northerly into County <br />Road "B" �vhenever �dalsh Lake reaches unsuitable e7evations. Because of this <br />late date however} it was not possible to fu11y test the facilities withaut <br />disrupting the norma�.lake level and causing low water. During the last weeic <br />of Apri i of thi s year, as many of you knat�t, we had an extr�emely hi gh 4aater <br />table wit� the groctnd saturated fr+om the snow runoff and some precipitation. <br />Qn Sunda.y, the 27-ih of Apri Z, a heavy rai nfal l took pl ace ►�1hi ch caused thi s <br />problem ta become even more severe. Unfartunatley, during that sarr� r�arr�ing, <br />lightning strucic ti�e city's storm water pumping facilities, knocking out a <br />pump and causing the city staff cnnsiderable effort in ge tting the facilities <br />back into proper aperating candition. Shortly thereafter, the.city sanitary <br />sewer pumping station on Galtier near South Owassa So ulevard became overloaded and <br />was not abie to keep up 4vith the flow it was receiving. This also caused ou� <br />utility crew to have to �ake immediate action to avoid basements having <br />sanitary sewage backed up into them. As soon as th�se emergencies were completed, <br />the Utility Foreman went to the Fulham Pond pumpin� facilities and turned those <br />on and then shortly after noon got to the Walsh Lake facilities, unlocfced the <br />pumping operations and turned it on. <br />At that time; the equipment operated properl_y; there were no unforseen probl�ms <br />and it was ready for use at the time of our,forman's arrival. We are very <br />sympath�tic w�th the p�oblems to Lauderda�e residents, as U�e17 as athers in <br />RosevilIe t�at may have been inconvenienced by this sequence of events, but <br />i� was most unusual and is un�ikely that it would ever occur in such a fashion <br />ac�ain �n the future. <br />The La�aderdale letter also inquired as to au�omatic leve7 controls, but it is our <br />recommendat�on that in the most cr�tical tzmes, namely �n the spring runoff situation, <br />that such cflntrols would not be effective. Past experier.ce with them at ihe somewhat <br />simiiar Fulham pond operations has shown that these autvrnatic controls do noi function <br />�vell, due to the freezinc�, thawing,icQ buildup, et cetera. They could be installed at <br />the Walsh Lake facilities ati a cast in excess of $1,004, but this is not aur recorr�nendatian. <br />
