• Identify all real property that must be acquired to undertake and complete the Redevelopment, including preliminary appraisals and relocation costs for representative parcels in the initial phases of the Redevelopment. • Incoordination with the City, prepare a preliminary financial feasibility analysis identifying costs and sources of revenue, including tax increment and other potential sources of public assistance, to determine the necessary public investment in the Redevelopment, assuming the City Council shall have approved the Redevelopment Area identified for the Phase I of the Redevelopment, and the City and Redeveloper have agreed in principle on a strategy to close the gap in financing the Redevelopment. (b) By December 31, 2004: • Submit to the City a preliminary site plan for the Redevelopment showing the size, nature and location of the proposed minimum improvements, including parking, landscaping and other exterior improvements. • Complete or finalize necessary feasibility, marketing and financial analyses, including the timing and phasing of the proposed Redevelopment, preliminary pro fornlas and likely revenue sources for the initial phases. • Review and comment upon the adequacy of existing ordinances, including zoning ordinances, to facilitate the Redevelopment. • Ascertain what approvals will be required from governmental agencies for the Redevelopment. • Investigate adequacy of utilities and streets and identify required infrastructure changes; also review existing transportation plan to determine adequacy. • Review existing enviromnental reports and determine if additional environmental investigation is necessary. (c) At least every other month, commencing on June 1, 2004, Redeveloper shall provide the City with written reports as to the Redeveloper's progress in assembling the information and analyses necessary to comply with this Agreement and proceed with the Redevelopment. Upon reasonable request of the City, Redeveloper also agrees to present verbal reports to the City Council about progress under this Agreement. 5
