<br />City Council Study Session - 07/18/05 <br />Minutes - Page 11 <br /> <br />Mr. Kysylyczyn reminded the City Council that the <br />decision to involve the City Council in the process was to <br />provide better steps and monitoring of the process. <br /> <br />5. <br /> <br />Budget Work Session: Administration, City Council, and <br />Finance <br />City Manager Beats reviewed portions of the 2006 proposed <br />budget related to City Council, Administration, Elections, Legal, <br />Communications, and Recycling; highlighting those items <br />needing further Council discussion and direction. <br /> <br />Discussion included allocation of funds to join the ICMA <br />Performance Measurement system; precautionary and <br />inflationary increases for consulting services (i.e., Recording <br />Secretary and Independent Audit); the RFP Process for City <br />Attorney, City Prosecutor, and City Auditor service contracts <br />that expire on December 31, 2005; Suburban Rate Authority <br />membership definition; and Chamber of Commerce proposals for <br />membership in either the Twin Cities North or St. Paul groups, <br />and their makeup and intent. <br /> <br />Councilmember Kough was supportive of membership in the <br />Twin Cities North Chamber of Commerce as they would work <br />closely with the Roseville Visitor's Association (RV A) and their <br />reasonable membership fee. <br /> <br />Mayor Klausing questioned the benefit of membership to the <br />City of Roseville, even with a nominal fee, when working with a <br />tight budget. <br /> <br />Councilmember Schroeder spoke in support of membership in <br />the Twin Cities North Chamber of Commerce, rather than the St. <br />Paul Chamber, as they were a non-political group and more <br />oriented to working in the suburban area, and would allow the <br />City to become involved in the 1-35W Corridor Coalition again. <br /> <br />Further discussion included whether or not to add monies for a <br />Council Goal Session in 2006. <br /> <br />Mayor Klausing spoke in support of a goal setting session, but <br />opined his preference for doing so with a professional facilitator, <br /> <br />Budget Work <br />Session: <br />Administration <br />City Council <br />Finance <br />
