Given the situation and <br />conversations with the owner, staff was recommending an <br />abatement process, rather than a Ramsey Court citation <br />process. <br /> <br />Mr. Welsch advised that staff would be coming before the <br />City Council in the near future to hold a Public Hearing to <br />initiate the abatement process, with clean up and property <br />tax billings to follow for the clean up costs. <br /> <br />Discussion included involvement of other Social Service <br />agencies to assist with the situation; and the involvement <br />of a Juvenile Officer from the Police Department due to <br />the involvement of children in the home. <br /> <br />Council consensus was to direct staff to proceed; and Mr. <br />Welsch advised that staff would return to the City Council <br />for action in August to initiate the abatement process. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commented on the ongoing problem at <br />3099 Evelyn from his tenure in office; recommending that <br />the situation be referred to the HRA for potential use of <br />Eminent Domain similar to the home on 2012 Eldridge, <br />and the success of that process in motivating the property <br />owner to bring the property into compliance. Mr. <br />Kysylyczyn encouraged the City Council to abandon the <br />court process option and send the issue to the HRA for <br />action. <br /> <br />Staff noted that this was not considered a "blighted" house <br />on the neighborhood, and provided pictures of the front of <br />the home attesting that. <br /> <br />Mayor Klausing opined that the City Council had placed <br />an extra hurdle in place by involving the City Council <br />prior to staff moving forward; and suggested that the City <br />Council have a discussion regarding that process in the <br />near future. <br />
