<br />City Council Study Session - 07/18/05 <br />Minutes - Page 19 <br /> <br />they had researched the process; opining that he was interested <br />in seeking RFP's from new firms, and not from the current firms. <br /> <br />Further discussion ensued regarding interpretation of the policy; <br />and City Manager versus City Council authority. <br /> <br />By consensus, City Manager Beets was directed to proceed with <br />the RFP's for professional services as discussed; with all <br />qualified firms provided an opportunity to submit a proposal; <br />with a copy of the policy provided to all firms as part of the RFP <br />application packet; noting that the policy may be subject to <br />reVISIOn. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided his interpretation of the policy from <br />his tenure on the City Council, concurring with Councilmember <br />Maschka's interpretation of rationale for the policy. Mr. <br />Kysylyczyn disputed portions of the City Manager's report dated <br />July 18, 2005, quoting portions of past budget books with <br />inclusive policies. <br /> <br />7. <br /> <br />Environmental Clean-Up Questions <br />9:00 p.m. <br />Councilmember Ihlan had submitted a memo dated July 12,2005 <br />for the City Council packet outlining a series of questions raised <br />by a recent Star/Tribune newspaper article dated June 29, 2005 <br />entitled, "Twin Lakes Pollution Problems Slipping By." <br /> <br />Staff had provided, as a Bench Handout, a Council Packet <br />addendum dated July 15, 2005, responding to Councilmember <br />Ihlan's questions and providing status reports and facts related to <br />the environmental clean up and remediation in place, or to be <br />implemented as the redevelopment project moves forward. <br /> <br />Councilmember Ihlan had additional follow-up questions after <br />her review of staff's response to her questions; and agreed to <br />submit them in writing for a written staff response. <br />Councilmember Ihlan began to read her questions. <br /> <br />Councilmember Schroeder opined his preference for the <br />questions to be submitted in writing to staff with staff's follow- <br /> <br />Environmental <br />Clean-Up <br />Questions <br />
