<br />City Council Study Session - 07/18/05 <br />Minutes - Page 9 <br /> <br />Mayor Klausing noted that potential rezoning was a <br />separate issue that needed to be addressed at a later date; <br />opining that, similar to the Twin Lakes Redevelopment <br />Project, higher uses involved some costs. <br /> <br />Councilmember Schroeder opined that, if it was logical to <br />use the HRA, that staff should return to the City Council <br />to authorize them as a resource. <br /> <br />4.b Discuss 3099 Evelyn 3099 Evelyn <br />Community Development Director Welsch and Codes <br />Coordinator Don Munson reviewed the status of the home <br />at 3099 Evelyn Street, previously declared an Unsafe <br />Building with the revocation of their Certificate of <br />Occupancy. <br /> <br />Staff informed Council that, infonnation from a Police <br />Report dated July 11, 2005, that the building was once <br />again being occupied. <br /> <br />Staff was proposing further action, and issuance of a <br />Ramsey County court citation for allowing occupancy of <br />an unsafe building, rather than just building and structural <br />violations, in addition to disconnection of electrical, gas <br />and water services if the owner does not correct the <br />dangerous conditions. <br /> <br />With Council consensus, staff was directed to proceed as <br />outlined in their staff report dated July 18,2005. <br /> <br />4.c Discuss Other Sites Discuss Other Sites <br />Staff provided a verbal status report and pictures related to <br />450 South Owasso Boulevard, noting the long history of <br />nuisance violations (i.e., outside storage of junk and <br />debris; inoperable vehicles) and declaration of the building <br />as an Unsafe Structure due to the furnace last fall. <br />Ramsey County declared the structure uninhabitable, with <br />the owner cleaning up the outside and replacing the <br />furnace last fall, at which time it was reoccupied. Since <br />that time, the property has once again deteriorated, and last <br />week, City staff from Code Enforcement, the Police <br />
