City Council Regular Meeting - 06/20/05
Minutes - Page 14

had been received by the City from either Ramsey County or the
School District.

Michael Fischer, LHB Architects
Mr. Fischer provided a summary review of blight analysis
findings, as per State Statute, of the proposed District, focusing
on three areas: coverage test, condition of buildings test, and
distribution throughout the district of substandard structures.

Mr. Fischer reviewed requirements of State Statute 469.174,
Subdivision 10 and the findings of each area of focus. Mr.
Fischer detailed exterior and interior inspections of 18 buildings
inspected on the 21 parcels and displayed photos of the structures
currently functioning in the Twin Lakes Redevelopment area,
with findings that 12 of the 18 buildings, or 67%, were
substandard and would meet Building Code deficiency criteria,
and require substantial renovation or clearance. Mr. Fischer
reviewed aspects of Building Code qualifications with buildings
defined as structurally substandard if code deficiencies were not
at least 15% of the building's replacement cost. Mr. Fischer
noted that these findings were not a reflection of the City's Code
Enforcement staff. Discussion included energy code
compliance; and criteria of buildings and areas surrounding the
buildings.

Mr. Fischer further detailed distribution of substandard
structures, and confirmed his findings that this area was blighted
by his expert definition and was a prime area for use of TIF tools
for redevelopment. Mr. Fischer advised that a copy of his report
on each building, and appendix, was on file at City Hall, the City
Attorney's Office, and his office.

Councilmember Ihlan opined that Mr. Fischer's findings were in
line with previous City Council discussions related to code
enforcement issues and enforcement, and questioned the
pertinence of those findings related to actual building structure.

Mr. Welsch introduced Mr. Casserly to discuss and further detail
the creation of one and decertification of another TIF District.
