<br />City Council Regular Meeting - 06/20/05 <br />Minutes - Page 13 <br /> <br />Mayor Klausing announced that Comcast was having trouble <br />with the live broadcast of tonight's meeting for digital cable <br />customers; however, analog cable seemed to be getting through. <br />Mayor Klausing apologized for this inconvenience; advised that <br />the meeting was being video-taped and would be available for <br />rebroadcast. <br /> <br />6. Twin Lakes Issues <br />Mayor Klausing invited staff and appropriate consultants to <br />make their presentations and provide preliminary information <br />prior to his opening of the Public Hearing related to potential <br />creation of and decertification of certain Tax Increment <br />Financing (TIF) Districts related the Twin Lakes Redevelopment <br />Project. <br /> <br />Community Development Director Dennis Welsch provided <br />background information, noting that the purpose of tonight's <br />Public Hearing was regarding the Restatement of the <br />Development Program for Roseville Development District No. 1 <br />(entire City boundaries) and the creation of new Tax Increment <br />District No. 17 and Hazardous Substance Subdistrict No. 17 A for <br />Twin Lakes, phase I Redevelopment Project as proposed by <br />Rottlund Companies. <br /> <br />Mr. Welsch advised that Development Consultant, Jim Casserly <br />of Krass Monroe, was available and prepared to make a <br />presentation regarding the restatement of the Development <br />Program and creation of the new TIF Districts. In addition, Mr. <br />Welsch advised that TIF Analyst, Michael Fischer with urn <br />Architects, was present and prepared to provide a summary of <br />the TIF findings in Twin Lakes necessary to meet the conditions <br />for establishment of new TIF Districts meeting State Statutory <br />requirements, specifically blighted properties. <br /> <br />Mr. Welsch advised that DRAFT TIF Plans were provided to <br />Ramsey County and the Mounds View School District on April <br />27, 2005 to enable them adequate review prior to tonight's <br />hearing date. Mr. Welsch noted that, while staff had met with <br />the County and School District staff and explained the plan, as of <br />tonight, no written, verbal or e-mailed comments or responses <br />
