<br />City Council Regular Meeting - 06/20/05 <br />Minutes - Page 21 <br /> <br />excess retail already existing in the community. <br /> <br />Bob Venters, 1964 Fairview <br />Mr. Venters questioned why all Roseville residents should <br />be required to pay taxes to provide services to a few new <br />properties in the TIF District; and opined that the majority <br />of new taxes created through redevelopment would not <br />benefit the City and taxpayers, but "big box" retailers, or <br />used to payoff loans. Mr. Venters opined that this was not <br />conducive to existing retailers remaining in business; and <br />after double-digit tax increases for several years, opined <br />that this was not fair to taxpayers, and only made the city <br />more retail-dependent. <br /> <br />Dan Roe, 2100 Avon Street <br />Mr. Roe clarified his interpretation of increments available <br />based on income available to the developer for the project, <br />with the City able to re-examine the financial viability of <br />the project during the course of the Plan. Mr. Roe sought <br />clear definition of the City Council related to the <br />Hazardous Substance Subdistrict and the projected annual <br />impacts on property taxes for clean up rather than other <br />functions. <br /> <br />Tim Callahan, 3062 Shorewood Lane <br />Mr. Callahan questioned why the subject property was <br />undervalued on the tax roles; the potential for current <br />property owners to bring their structures and properties up <br />to code by simple code enforcement of the City; <br />decertification impacts of properties in existing districts; <br />current high-quality shopping experience in Roseville due <br />to high-kept areas; additional upkeep expenses for the City <br />due to additional infrastructure and Public Safety services; <br />and potential need for a District Service Fee for the <br />duration of the TIF District; impacts on student ratios in the <br />school district with adult-only housing proposed; <br /> <br />Al Sands, 2612 Aldine <br />Mr. Sands referenced Exhibit 17C and opined his concern <br />with the size of the development; policy issues related to <br />the TIF District and its duration; funding sources; and what <br />
