Bob Venters, 1964 Fairview Mr. Venters questioned why all Roseville residents should be required to pay taxes to provide services to a few new properties in the TIF District; and opined that the majority of new taxes created through redevelopment would not benefit the City and taxpayers, but "big box" retailers, or used to payoff loans. Mr. Venters opined that this was not conducive to existing retailers remaining in business; and after double-digit tax increases for several years, opined that this was not fair to taxpayers, and only made the city more retail-dependent. Dan Roe, 2100 Avon Street Mr. Roe clarified his interpretation of increments available based on income available to the developer for the project, with the City able to re-examine the financial viability of the project during the course of the Plan. Mr. Roe sought clear definition of the City Council related to the Hazardous Substance Subdistrict and the projected annual impacts on property taxes for clean up rather than other functions.
