<br />City Council Regular Meeting - 06/20/05 <br />Minutes - Page 25 <br /> <br />Councilmember Kough questioned Section 5.7 of the <br />Development Agreement and whether the developer could <br />replace office and retail with rental housing without <br />Council approval, and recommended that this language be <br />deleted. <br />Further discussion and clarification included the LEAD <br />process; environmental waste, lighting and energy <br />conservation; coordination with area agencies (i.e., Rice <br />Creek Watershed District and the Minnesota Pollution <br />Control Agency) to address LEAD Certification and <br />environmental issues; and existing lighting codes. <br /> <br />[3.2a] A Resolution Relating to the Decertification of a <br />Portion of Tax Increment Financing District No. 11; <br />and a Portion of Hazardous Substance Subdistrict No. <br />11A <br />[3.2a and b] Schroeder moved, Maschka seconded, <br />adoption of Resolution No.1 0316A entitled, "A Resolution <br />Relating to the Decertification of a Portion of Tax <br />Increment Financing District No.ll and a Portion of <br />hazardous Substance Subdistrict No. lIA;" and adoption of <br />Resolution No. 10316B entitled, "A Resolution Restating <br />the Development Program for Development District No.1; <br />Creating Tax Increment Financing District No. 17; and <br />Hazardous Substance Subdistrict No. 17 A; and Adopting <br />Tax Increment Financing Plans Relating Thereto." <br /> <br />Councilmember Kough stated that his position had not <br />changed and speaking in opposition to the motion based on <br />the aging population in Roseville representing fixed income <br />households; and potential hardships to those residents. <br />Councilmember Kough opined that the only way he could <br />support the redevelopment of Twin Lakes would be <br />without a "big box" retailer; inclusion of small retailers; <br />and encouraging current landowners to clean up their <br />properties that they had previously purchased on <br />speculation.
