<br />City Council Regular Meeting - 06/20/05 <br />Minutes - Page 26 <br /> <br />Council member Schroeder questioned the actual <br />percentage of those opposed to the project, opining that it <br />was actually an unknown, and comments were mostly <br />received from a very vocal minority in opposition to the <br />proposed project. Councilmember Schroeder noted that he <br />was not hearing the opposition from constituents; was <br />representing the entire community in his consideration of <br />and decision-making to support the motion and encouraged <br />moving forward with the project and the future of the <br />community without further delay. <br /> <br />Councilmember Maschka noted that his experience during <br />the duration of project discussion has been that the more <br />focused people are and the more they understand, the less <br />opposition he's seen for the project. Councilmember <br />Maschka recognized the substantial amount of <br />"disinformation" and inability to understand the complexity <br />of the proposal. Councilmember Maschka opined that he <br />was elected by representative democracy, not peer <br />representation, and was expected by his constituents to seek <br />information, perform personal research, and bring his <br />experience, education and background into making a <br />decision for the long-term good of the community. <br />Councilmember Maschka concluded that this was a good <br />project for the City in the long-tenn, while noting that he <br />had several questions remaining on the Development <br />Agreement, and would increase property valuation. <br />Councilmember Maschka noted that change was difficult, <br />that the developer was in essence creating an entire new <br />neighborhood, and while the mixed-use concept was not <br />perfect, it was a start and would accomplish cleaning up the <br />area. Councilmember Maschka referred to a book <br />regarding the life and death of greater American Cities and <br />the need to be proactive or wait for them to die. <br />Councilmember Maschka noted that this was a huge <br />project, but that it was about the future of the City of <br />Roseville, and as a long-term thinker, he believed in the <br />future and in Roseville, and that was why he was speaking <br />in support of the motion. <br />
