City Council Regular Meeting - 08/08/05 Minutes - Page 15 discussions had been unsuccessful and noted the church's concern about cost and the little use of that extension of Lovell Avenue. Mr. Volin expressed the church's continued preference for reconsideration by the City Council for repair of the street rather than total reconstruction as a cost-saving measure. Councilmember Maschka and Mayor Klausing encouraged church representatives to make their case at the upcoming assessment hearing. Ms. Bloom noted that the assessments would not be finalized until approximately one year after completion of construction, with hearings anticipated in 2007, and there would be continued public meetings and discussions during that time, with additional conversations regarding previous assessments for the church. Rose Mausens, Grandview Avenue Ms. Mausens thanked the City Council and staff; noting residents had received a letter from the City Engineer regarding tonight's staff recommendation, thus the few residents in attendance, given their concurrence with staff recommendation. Ms. Mausens noted the total opposition of the neighborhood for the previous proposals. Maschka moved, Schroeder seconded, adoption of Resolution No. 10322 entitled, "Resolution Ordering the Construction of Improvement P-ST-05-02, Neighborhood 32-Lovell Avenue;" from Chatsworth Street to the cul-de-sac; as outlined in the Request for Council Action dated August 8, 2005; and adoption of Resolution No. 10323 entitled, "Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for P- ST-05-02." Councilmember Ihlan requested more detail on staff s recommendation for reconstruction rather than repair; with staff providing that information and displaying pictures of road conditions.
