<br />City Council Regular Meeting - 08/08/05 <br />Minutes - Page 14 <br /> <br />residents from both the Grandview Townhomes, as well as <br />single-family home property owners on Grandview. Ms. Bloom <br />advised Councilmembers that none of the property owners in <br />attendance were supportive of a public street located along the <br />west side of the church property, with concerns centered on <br />additional traffic, headlights directed toward their homes, noise <br />pollution, and frequency of emergency vehicle trips to the <br />nursing home; determining that they received no benefit from <br />construction of the new road. <br /> <br />Ms. Bloom noted that staff had continued working with <br />representatives of Real Life Church and owners of Rose of <br />Sharon, on the possibility of vacating Lovell Street and <br />constructing a new cul-de-sac along the west side of the Church <br />property, with 2 - 3 draft plans, including a shared parking and <br />access plan benefiting both property owners. No agreement <br />could be reached on cost sharing, land ownership, parking and <br />access, specifically on two key issues, making the plan <br />undesirable for both parties. Ms. Bloom advised that, as a result <br />of this impasse, reconstruction of Lovell Avenue was the only <br />viable alternative at this time, with staff recommending <br />reconstruction as outlined in the Request for Council Action <br />dated August 8, 2005, for a road with cul-de-sac bulb at a 32' <br />width, and bid as part of the South Owasso Project to achieve <br />cost savings. <br /> <br />Discussion included City standard street widths and Minnesota <br />State Aid (MSA) required widths and parking requirements; <br />peak use times and parking lot locations and configurations, <br />along with emergency vehicle access as the two main points not <br />achieving consensus between the church and nursing home; and <br />proposed assessments according to the City's current <br />assessment policy. <br /> <br />Mayor Klausing opened the meeting for public comment at this <br />time. <br /> <br />Len Volin; Real Life Church <br />Mr. Volin thanked staff and the City Council for the extra time <br />allowed for reconsideration of a potential joint agreement.
