<br />City Council Regular Meeting - 08/08/05 <br />Minutes - Page 19 <br /> <br />improvements, as outlined in the Request for Council Action <br />dated August 8, 2005. <br /> <br />Councilmember Schroeder reiterated his lack of support for the <br />surmountable curb deviation for one property owner. <br /> <br />Councilmember Ihlan opined that staff had provided a flexible <br />plan to balance many different interests without undue costs to <br />property owners, and spoke in support of the motion. <br /> <br />Roll Call <br />Ayes: Ihlan; Schroeder; Kough; Maschka and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Roseville Housing and Redevelopment Authority (HRA) <br />Consultant Barbara Raye, Director of the Center for Policy, <br />Planning and Performance (CPPP); HRA Chair Bill Majerus; <br />and HRA Executive Director Cathy Bennett presented the HRA <br />Report on Neighborhood and Business Meetings, and sought <br />Council comment and action steps. <br /> <br />Ms. Raye and Carol Swenson of her staff had served as neutral <br />facilitators during the process of neighborhood meetings; and <br />Ms. Raye presented a summary of the report, noting that the <br />Council's dialogue would serve as a significant part of the <br />report. <br /> <br />HRA Community Dialogues <br />Ms. Raye presented an overview of attendees, participants, areas <br />of representation from feedback sheets, age profiles, other <br />characteristics (average 27-year resident of Roseville; average <br />participants in neighborhoods for 20 years; significant majority <br />owned their own homes; lived in single-family home; plan to be <br />in that same home 3 years from now) and provided participants' <br />analyses of meetings. <br /> <br />Ms. Raye reviewed neighborhood values (neighbors and <br />neighborliness; convenience of location; quiet and safe; parks <br />and open space; maintained properties); housing issues (aging <br />housing and maintenance; increase in single-family houses for <br />rent; compatibility of new construction and home remodeling <br /> <br />Roseville Housing <br />and Redevelopment <br />Authority (HRA) <br />
