<br />City Council Regular Meeting - 08/08/05 <br />Minutes - Page 20 <br /> <br />with neighborhood character; and gap between household needs <br />and housing types and affordability; single family land use and <br />other land uses don't always mix; lack of City Code <br />enforcement and communication/information regarding City <br />Code); and other issues (transportation and traffic management; <br />parks and recreation; open space; planning and development <br />more longer-term, schools, balance; police department concerns <br />related to multi-residential rental units with a desire for a <br />stronger partnership between unit managers and the <br />department.) <br /> <br />Ms. Raye reviewed specific critical issues and options: <br />Property maintenance and conservation of neighborhood <br />character <br />Options: Enhanced code enforcement; development of a blend <br />of loan programs; adoption of design guidelines; providing <br />education and increased communications; and establishment of <br />a point-of-sale disclosure program. <br /> <br />Gap between household needs and housing/market value <br />Options: Development of a mix of strategically-designed loan <br />programs; development of design options for remodeling <br />homes; declaring a moratorium on more senior housing; <br />modifying existing structures to city zoning requirements. <br /> <br />School districts must wait for 10-15 years before housing <br />owned by seniors will turnover and young families move in <br />Options: Work with community partners to keep facilities open <br />and maintained until they are needed as schools again; work <br />with realtors and City to jointly promote the community to <br />young families. <br /> <br />Residents view housing issues as interrelated with other <br />issues such as transportation and parks maintenance <br />Options: Develop a "one-stop shop" for residents and "cross <br />train" staff in different departments; develop integrated policies <br />that bridge departmental boundaries; co-host with other <br />commissions' joint information sharing meetings with residents. <br /> <br />Residents have a strong desire to be fully-engaged in the <br />community and public affairs <br />
