<br />City Council Regular Meeting - 08/08/05 <br />Minutes - Page 21 <br /> <br />Options: Develop avenues for engaging citizens as stakeholders, <br />partners, and customers; review and update City Ordinances <br />around public input and development processes; work to <br />enhance city communication strategies, especially the Roseville <br />Wrap. <br /> <br />Ms. Raye summarized recommended next steps, including: <br />share draft report with City Council, Commissions, and <br />residents and use as a discussion document; use an alternative <br />process of dialogue to develop specific programs and policy <br />initiatives that address resident concerns; increase promotion of <br />existing programs; enhance code enforcement efforts; weight <br />costs and equity of any new codes or programs and <br />communicate benefits to public; and build upon leadership role <br />RHRA has taken in facilitating community input - follow <br />through is essential to maintaining the sense of trust created <br />through the community dialogue process. <br /> <br />Councilmember Kough expressed his concern for more code <br />enforcement at multi-family units, and encouraged the HRA to <br />get involved. Councilmember Kough opined his support of the <br />HRA's work to-date, continued work with elderly in relocating <br />and turnover of single-family homes, and the HRA's low- <br />interest loan program for updating homes. <br /> <br />Mayor Klausing noted that often code enforcement was similar <br />to traffic speed enforcement, and was preferred for others, but <br />not desired to become personal. <br /> <br />Discussion included consistency of design issues city-wide; <br />code enforcement backlashes; enhanced communication and <br />information to avoid neighborhood issues and keep code <br />enforcement concerns from becoming aggressive. <br /> <br />Councilmember Ihlan opined her support for the mutual and <br />open-ended discussion from this community process and its <br />merit. Councilmember Ihlan noted that the cluster of issues and <br />their overlap around neighborhood values and quality of life <br />issues were helpful to her as a Councilmember and her role as a <br />policy-maker to protect and encourage the community-based <br />planning approach. <br />
