<br />City Council Study Session - 08/15/05 <br />Minutes - Page 12 <br /> <br />energy cost increases, in addition to pathway and parking lot <br />lighting maintenance. <br /> <br />Councilmember Kough encouraged staff to look at costs for a <br />wind-driven generator for the City Hall campus. <br /> <br />8. <br /> <br />Discuss Federal Funds for Trail Construction <br />Councilmember Ihlan had requested a separate agenda item to <br />discuss the recently-passed legislation for federal funding for <br />trails and pathways over the next four years, for the purpose of <br />positioning the City to maximize monies in areas where they <br />would have the most impact. <br /> <br />Public Works Director Schwartz had provided a response <br />regarding the "non-motorized transportation pilot program." Mr. <br />Schwartz noted that staff had been following the information, <br />and those projects funded will need to document an increase in <br />bicycle/pedestrian mode share, and need to indicate cross- <br />jurisdictional boundaries to meet program objectives. Mr. <br />Schwartz noted that staff would continue to monitor and follow <br />future developments. <br /> <br />Mayor Klausing questioned the need to revisit and possibly <br />update the City's Master Pathway Plan and revive the City's <br />Pathway Committee to work on collaborative efforts with other <br />communities. Mayor Klausing noted that Ramsey County had <br />not been as aggressive as Hennepin County and the City of <br />Minneapolis in coordinating commuter-cycle planning. Mayor <br />Klausing suggested Council discussion at a future meeting <br />regarding reviving the Pathway Committee. <br /> <br />Councilmember Ihlan strongly encouraged the City to begin <br />setting aside funds or sources for matching grants. <br /> <br />Mr. Schwartz noted that the City of Roseville does not currently <br />fund new pathway construction, and may wish to reconsider <br />policy in the future. <br /> <br />Parks and Recreation Department <br />Parks and Recreation Director Lonnie Brokke reviewed the <br />proposed budget summary for 2006 (Bench Handout) requesting <br /> <br />Federal Funds for <br />Trail Construction <br />
