Mr. Brokke noted that 54% of the <br />department was supported through fees and non-tax dollar <br />support; and that this budget did not include the OVAL grant- <br />matching funding and Foundation work. <br /> <br />Discussion included fee structure consideration at the OVAL as <br />recommended by the Task Force; and fireworks costs for <br />RoseFest and potential donors. <br /> <br />Mr. Brokke reviewed the nine divisions in the Parks and <br />Recreation Department, including Administrative Operations; fee <br />and non-fee based Recreation Programs; Harriet Alexander <br />Nature Center (HANe); Roseville Skating <br />ArenalOV AL/Banquet/Meeting Facilities; and Park <br />Maintenance/Muriel Sahlin Arboretum/Diseased and Hazardous <br />Trees; Park Improvement Program (PIP); Activity Center; and <br />the Cedarholm Golf Course (Enterprise Fund), both clubhouse <br />and maintenance. <br /> <br />Mr. Brokke reviewed specific revenue increases to offset <br />expenses for each division. Highlighted items included salary <br />expenses; fees; additional line-item areas assigned to HANC <br />(i.e., phone and other utilities) and continuing volunteer support <br />at HANC; continued staffing efficiencies at the RSC/OV AL; <br />increased fuel costs; and an increase in temporary employees to <br />further modify and reduce total staffing costs. <br /> <br />Mr. Brokke reviewed the Park Improvement Program (PIP) and <br />requested increase to address safety concerns (i.e., HANC <br />boardwalk). <br /> <br />Further discussion included leased facilities and contractual <br />arrangements; the weather-driven nature of golf course usage, <br />activities, revenues and expenditures; Central Park Foundation <br />applications for capital improvements; and the four Foundations <br />supporting the Parks Department. <br /> <br />Public Comment <br />
