<br />City Council Study Session - 08/15/05 <br />Minutes - Page 6 <br /> <br />Mayor Klausing opined his support of continuing the compliance <br />check process. <br /> <br />Chief Sletner, in response to the allegations from the business <br />owner at the last meeting, that "Roseville Police Department <br />looks the other way," noted her conversation with the School <br />Liaison Officer and the facts that the Officer and School officials <br />were cognizant of student behavior on and off campus, was <br />aware of concerns and were addressing them continually. <br /> <br />4. <br /> <br />Discuss Amending the City Code to Require Speed Humps in <br />Mobile Home Parks <br />City Manager Neal Beets advised that current City Code did not <br />require speed humps in mobile home parks. Mr. Beets noted that <br />streets within the mobile home parks were considered private <br />roads, and the City didn't provide speed enforcement on private <br />property. Mr. Beets sought Council direction prior to expending <br />additional staff and City Attorney time and resources. <br /> <br />Discussion included private versus public roadways; other <br />concerns at ring roads at malls, school parking lots and other <br />retail establishments; and cost-sharing and/or responsibility for <br />installation of speed humps. <br /> <br />Councilmember Kough opined the ordinance should remain as <br />is, and if speed humps were needed, it was the responsibility of <br />the mobile home park owner, not the City. <br /> <br />Councilmember Ihlan opined that she was not opposed to such a <br />provision, given public safety issues; and suggested that the City <br />look at such a provision being incorporated into rental property <br />licensing that included all multi-family apartment complexes, <br />shopping malls, mobile home parks, and other applications as <br />apparent. <br /> <br />Public Comment <br /> <br />Barb Mastel, 2599 N. Lexington Ave. <br />Ms. Mastel noted that she lived in the mobile home park and had <br />requested Council consideration of this item, at the direction of <br />park residents. Ms. Mastel noted that no one adheres to the <br /> <br />Speed Humps in <br />Mobile Home <br />Parks <br />
