REVIEWED/RECOMMENDS: <br />In August 1974, �he City submitted a grant application to both the Metropolitan Parks <br />Commission and to the State and Federal Agencies for funds in the acquisition and <br />development of Central Park. Both appZica.tions were turned down because they did not <br />have a sufficiently I�igh priority to qualify for the amount of grant funds available. <br />If those applications had been su�cesstul, it was anticipated that those grants would <br />have f3nar�eed £rom 75% to 1000 of the project costs. <br />Recently, the City has been advised by the State Planning Agency that additional land <br />acquisiiion £unds have become available, because certain previously approved appli- <br />cations have been withdrawri. Roseville vnild now be eligible for a 50o granti up to a <br />maximum of $50,000, thereby permitting the City to acquire park land in the amount of <br />�ioa,000. <br />I,and acquisition priorities for Central Park wexe defined in the August 1974 grant appli- <br />cation. if the City were to proceed with an application for a maximum $50 000 gxant ox <br />- - Gmm,�� --- - -,..... _ , <br />._ �_ . ,,..._ _._.._� �_.s_�� <br />a total project cost of $100�000, the priorities wouZd be as follows: <br />1. 3 Lots on Brooks Ave. <br />2. 4 Parcels on Da1e Street <br />3. Church property on Lake Bennet <br />4. *Church property South o£ Coun�y <br />Road C <br />S. #1 House on Victoria <br />6. #2 House on Victoria <br />7. #3 House on Victoria <br />Total <br />$ 12,000 <br />12,5b0 <br />2,000 <br />6,OQ0 <br />18 OQO <br />2��,OQO ��r+-� <br />27,fl00 <br />$I03,5Q0 <br />The above properties includ� all that is presentiy in the Central Park Master Plan, <br />except for one house and lot on Victoria Street (immediately south of the Church) and <br />estimated to cost $37,000. In terms of priority ranking and the amount of funds that <br />may be available to the City, this parcel could not be acquired at this time. <br />A consideration as it relates to the acquisition of the owner occupied residences on <br />Victoria may be to negotiate an arrangement to live in �hese houses for a longer term <br />or for life, if the owner was interesied in such an arrangement. <br />Financing Loaal Share <br />The 1975 agproved Parks and Recreation capital budget provided $20,000 for land <br />acquisiti�n in Central Park. That amount provided for the acqua.sition of: <br />Three {3) lots on Brooks Avenue $12,000; Church proper�y on Lake Bennet $2,000; <br />and Church property im�nediately south oi Countiy Road C$6,000. If the $50,000 grant <br />was pursued, a.n additional $30,000 in 1oca1 funds would need to be provided. There <br />appears to be only two feasible sources at this time. The first is deferring lower <br />priority projects approved in the 1975 Parics and Recreatian capital pragxam(e.g. <br />acquisition and development funds for Ma.terian Par]c}. The other is General Revenue <br />Sharing funds. It is recommended that Revenue Sharing funds not be further committed <br />until an o�erall xeview of future capital improvement needs be discussed and determined. <br />*This parcel is i.n the process of being determined. The Church's position is anticipated <br />ta be finalized the first week in Februarv. <br />
