Tf it did so, the application amount <br />would correspond to the land acquisition priorities it has established. Thus, the <br />possible alternatives are as follows: <br />Alternate #1 - Friorities 1-7 <br />Alternate #2 - Priori�ies 1-6 <br />Alternate #3 - Pxiorities 1-S <br />Alternate #4 - Priorities 1-4 <br />Grant <br />$50,000 <br />35,250 <br />25,250 <br />16,250 <br />Additional <br />Local Total Amount Needed <br />$50,000 $100,000 $30,000 <br />35,250 70,500 15,250 <br />25,250 50,500 5,250 <br />16,250 32,500 -0- <br />The last column (Additional Amount Needed) represents the amounts needed over and above �•�: <br />what was speci£icailly provided for Central Park land acquisition in 1975. <br />The arguments in favor of proceeding with a$50,000 appl�cation are that: there is a <br />fairly good chance of receiving the $50,000 grant, and there is considerable uncertainty <br />of the success of future application effoxts; and the pxocedure for completing an <br />application for $15,OOQ is equally as time consuming as one ior $50,000. <br />The argumen� against an application that requires more funds than was specifically <br />budgeted for, is that it is disruptive to the programs already scheduled and would <br />require the deferxT►�ent of those projects (assuming Generai Revenue sharing funds were <br />not used or considered). <br />Interest of Property Owners <br />There are two property owners involved in the 3 lots on Brooks Avenue. After the <br />August I974 grant apglication was denied the Council ordered appraisals and authorized <br />negotiations to commence. A hold has been placed on negotiations because of the �atter <br />now under consideratzon. Both owners, however, are pressing for a conclusion on the <br />acquisition. <br />The urgency fox xesolving the Church paxcel abutting Lake Ben�et relates to the fact <br />that the City has constructed �rails on thex� property and are in effect bcespassing. <br />The other Church parcel {immediately south of County Road C and Victoria) is to pro- <br />vide a linkage to Central Park west of Victaria and possibly to Lake Owasso. The <br />Church is now in the pxocess of determining their posrtion and wi�I advise the Ci�y <br />the first week of February. <br />The parcels south of C and to the west of Dale (Sa�verda and Borgstrom) were in the <br />August 1974 application, but no funds were specifically provided for in the 1975 Parks <br />and Recreation capital program. These owners have requested the City to advise them <br />of the time-table far acquisition. <br />The three (3) houses on Victoria pose a moxe dif��cult decision. House #1 ($I8,d00) <br />is owned by a more elderly party and perhaps the acquisition could be accomplished <br />with some type of a life estat� arrangement.
