Department Approval <br />qASFffih-hE <br />REQUEST FOR COUNCIL ACTION <br />Date: February 13, 2012 <br />Item No.: 7.g <br />City Manager Approval <br />Item Description: Authorize Fire Department to Utilize Reserve Funds for Payment of <br />Demolition Costs, Phase I and Phase II Planning Services <br />1 BACKGROUND <br />2 On December 12, 2011 the Roseville City Council authorized the Fire Department to enter into <br />3 contracts for architectural and construction management services related to the building of a new <br />4 fire station. The Council authorized the Fire Department to utilize bond funds to make payment <br />5 for these services. <br />6 <br />7 The Fire department is continuing with the planning process for the new fire station and has <br />8 completed schematic design phase, and are currently working through the design development <br />9 phase. At the conclusion of the construction document phase the Fire Department will have <br />lo committed about $352,975 to architectural services, $49,200 for construction management <br />11 services and approximately $100,000 in phase one costs and station demolition costs. <br />12 <br />13 PROPOSED ACTION <br />14 With the pending litigation against the City, related to the issuing of the bonds, the Fire <br />15 Department would like to seek approval to identify the Building Replacement Fund as an <br />16 alternate funding source should the litigation delay our ability to use bond funds or in the event <br />17 the City would lose the litigation and not have the ability make payment using bond funding. <br />18 <br />19 While the phase II contracts allow the City to stop service at any time in the planning or <br />20 construction process it is our plan to continue the planning process until the City receives a <br />21 litigation decision or until the completion of the construction document phase. <br />22 <br />23 FINANCIAL IMPACTS <br />24 The Fire Department will have approximately $400,000 committed to Phase II professional <br />25 services through completion of the Construction Document phase and an additional $100,000 in <br />26 Phase I and demolition costs. The fire department is recommending that the City Council <br />27 approve the use of the Building Replacement Funds should the pending litigation delay or <br />28 prohibit our ability to make payments for demolition, Phase I, and Phase II fire station planning <br />29 services. <br />Page 1 of 2 <br />
