REVIEWED/RECOMMENDS: <br />�� � <br />The League of Minnesota Municipalities has completed its study on a classification and <br />compensation plan �ox those City employees who are not covered either unde� a bargaining <br />con�ract or under the supervisory and management plan. <br />There wexe a total of 34 employees involved in the study. Each employee has been <br />evaluated and descriptions prepared. The several position classes have been assigned <br />to eleven salary grades. <br />b1e <br />The salary or campensati.on system was developed by compara_rates to 33 suburban co�nunities <br />and to other governmental agencies where appropriate and useful. <br />The system provides for an t'Entxy Rate" and after a six month grobationary period the employee <br />would be eligible far a"Job Progress Rate". There is then an 18 month period before an <br />employee is eligible for tne "Full Pex£oxmance Rate". The plan therefore assumes it wi11 <br />take two years to reach an accepted proficiency �evel expected for each of those positions. <br />It is recommended that the proposed plan be amended ta provide that the responsibility for <br />administration be similar to what is provided in the Stanton Plan. It is, therefore, <br />recommended that the paragraph on top of page 8 be deleted and replaced wi.th �Che £ollowing <br />language: <br />"The City Manager shall be accountable to the City Councii for the <br />overall administration of the classification and pay plan, and will <br />report on such administration annually or o�tener, as requested." <br />The recommended amendment removed the requirement that the Council act on a11 changes to <br />maintain an updated classi£ication plan. The Council retains full control in establish- <br />ing salary ranges. <br />Action Requested: Motion approving a resolution adopting "Position <br />Classi£ication and Pay Plans for Selected Municipal <br />Positions in Roseville, Minnesota", as prepared by <br />the Consultant and as amended by recommendation of <br />the City Manager. <br />Motion instructing the City Attorney to prepare an <br />ordinance repealing 5ection 25a (Personnel Classif ication <br />Plan) of the Roseville City Code. <br />Section 26Q of the City Code applies to the old classification plan. <br />
