REVIEWED/RECOMMEA1pS: <br />We have recently been advised that the HUD area office will start receiving applications <br />for housing assistance projects commencing March 1, and through April 30. <br />We have also been advised that a total of 2700 units have been allocated to the metro <br />area. 0£ that total S00 will be designated for the Metro Council and the remai.ning <br />{2200) will be designated for tihe local metro housing authorities. <br />The HUD area office has indicated that priority rating will be given to applications <br />for new construction units under the 220Q unit allocation. I� is anticigated that <br />St. Paul and Minneapolis will be the principal competitors for these units. It is <br />unknown at this time whether communities, such as Roseville, could realistically <br />appiy for rent subsidy units under the 2200 unit allocation. <br />We have been informally advised, by the Metro Council, that Roseville would have a high <br />priority for receiving a part of the 500 unit a-location, if the City would jointly <br />apply with the Metro Council. l3nder their present distribution foxmula, Roseville may <br />be eligible for up to 72 rent subsidy units. <br />In order to jointly apply, the City Council would need �a pass a resolution requesting <br />the Metro Counci� to include Roseville's needs in their application. This resolution <br />needs to be adopted no ia�er than Monday, March 3, because the Metro Council appli- <br />3tion will be submit�ed approximately March 5. <br />There are a number of critical questions that are unanswered at this time concerning <br />the above alterna�ive and other organization and application alternatives. It is <br />anticipated that these questions along with other information requested by the City <br />Council can be responded to by Thursday (February 27th). <br />It is, therefoxe, recommended that a special meeting be set £or �ither Thursday, <br />February 27, or Mond.ay, Maxch 3, to revzew the information and for the Council to take <br />whatever apgropriate action based on the information reviewed. <br />
