Community Town Hall Meeting - 04/03/04
Minutes - Page 10

Mayor Klausing suggested that today's forum may not be
the place to address the specifics of this case.

Chief Sletner noted the annual training required for all
officers consistent with the City and Department's policies
and procedures; and urged anyone who came across an
action that does not reflect well on the Police Department
to file a complaint. Chief Sletner reviewed the various
ways a complaint could be filed; assuring that each was
thoroughly investigated; and that she and the City Manager
were continuing their involvement in the situation referred
to by Ms. Delmore.

City Manager Beets advised that a minimum of 450 hours
of training in discrimination-related issues had been
documented for Roseville Police Officers; noting that in a
first-ring suburb the departments dealt with a variety of
languages, backgrounds, mental capacities, and lifestyle
choices that required great understanding and flexibility by
police officers. Mr. Beets noted that officers were human,
and they weren't perfect, but they were striving to respond
in their most professional manner and staff was attempting
to bring some balance to the analysis.

Mayor Klausing, on behalf of the City Council, recognized
that the community was changing and becoming more
diverse; and the long-term success of the community would
be determined by how those tensions were addressed for
the benefit of the entire community.

Tam McGehee, 77 Mid Oaks Lane
Mayor Klausing recognized Ms. McGehee as a member of
the Twin Lakes Stakeholder's Panel and encouraged
residents to visit with those members of the Panel
represented today about the process.

Ms. McGehee expressed how impressed she was with the
training and background information being provided to the
Twin Lakes Stakeholder's Panel and the entire process,
noting what a great learning experience it had been for her.
