<br />Community Town Hall Meeting - 04/03/04 <br />Minutes - Page 9 <br /> <br />Councilmember Maschka reviewed several efficiencies in <br />local government as compared to federal and/or state <br />government; and the need for the Council to deal with <br />ramifications of decision-making done on a broader level, <br />but impacting local residents and governments. <br /> <br />Mr. Merrill apologized for making any inference that this <br />situation was created by local government; and reiterated <br />issues from an emergency responder perspective on safety, <br />drainage and other concerns; opining that closing this <br />interchange simply moved the problem elsewhere. <br /> <br />Public Works Director Schwartz addressed the State's <br />intent to upgrade the intersection at Larpenteur and <br />Cleveland within five years for similar safety concerns and <br />to increase traffic flow. <br /> <br />Janet Delmore, 526-5 Lovell V <br />Ms. Delmore noted that she had become labeled as "the <br />disruptive commissioner" on the Human Rights <br />Commission. Ms. Delmore reiterated her concerns about <br />charges filed against one of her students, for whom she <br />serves as a Mentor; noting that it had taken a judge's order <br />to clear the child's record for charges filed by the Roseville <br />Police Department. Ms. Delmore referenced several media <br />sources related to racial profiling; and questioned <br />specifically what the Roseville Police Department was <br />doing to discourage racism when dealing with people of <br />color. <br /> <br />Police Chief Sletner reviewed in general terms Ms. <br />Delmore's concerns related to the incident; noting that <br />upon substantial investigation, no violations of policy or <br />procedure were evidenced. Chief Sletner advised that the <br />Roseville Police Department does not discriminate. <br /> <br />Ms. Delmore reiterated her concern that she had not <br />received a satisfactory response from the City Attorney, the <br />City Manager, or the Police Department, after repeated <br />requests for additional information and her attempts to <br />continue her investigation into the matter. <br />
