<br />Community Town Hall Meeting - 04/03/04 <br />Minutes - Page 13 <br /> <br />project would be brought in under or at budget. <br /> <br />Mr. Schwartz addressed the annual maintenance costs of <br />the facility to be $100,000; with savings projected through <br />off-peak electrical use and other cost-saving measures yet <br />to be implemented. <br /> <br />Tim Grotheer, 2566 Hamline <br />Mr. Grotheer suggested that the Council consider marquee <br />signs at high-traffic areas (i.e., shopping centers) for public <br />information messages. Mr. Grotheer thanked the Ctity <br />Council for having this open forum and endorsed it as a <br />"great idea." <br /> <br />Mr. Grotheer addressed the proposed property rezoning at <br />2550 Hamline from low-density residential to medium- <br />density residential; questioning the Planning Commission <br />rationale for recommending approval of the development <br />proposal, while at the same time recognizing the mandates <br />of the Metropolitan Council to increase housing density, <br />and City's need to meet those mandates. Mr. Grotheer <br />questioned how the Met Council's mandates benefited the <br />City of Roseville and the ramifications if the City didn't <br />meet the Met Council's density requirements. <br /> <br />Mayor Klausing recognized the City's Comprehensive Plan <br />as a requirement of the Metropolitan Council; and noted the <br />developer's request for a delay in Council consideration of <br />their request for townhome construction. <br /> <br />Mr. Grotheer referenced his attendance at the Planning <br />Commission meeting when the development had been <br />discussed and the apparent chastisement of the Commission <br />followed by their unanimous approval of the proposal; and <br />questioned the Planning Commission's rationale. <br /> <br />Mayor Klausing, while not attempting to speak to the <br />Planning Commission's analysis, other than that noted in <br />their recorded meeting minutes, noted this as another <br />situation where officials were required to seek a balance in <br />maintaining quality of life and future growth. <br />
