<br />Community Town Hall Meeting - 04/03/04 <br />Minutes - Page 14 <br /> <br />Community Development Director Dennis Welsch briefly <br />reviewed the role played by the Metropolitan Council and <br />cities as it related to the City's Comprehensive Plan Policy <br />in providing the public and staff perspective on where the <br />Council and the Planning Commission hope to see the <br />future of the community develop. Mr. Welsch briefly <br />reviewed the proposed project, noting that if approved, the <br />City was required to submit a Comprehensive Plan <br />amendment to the Met Council (as mandated by State <br />Statute) for their review to determine whether it met or <br />exceeded their capacities. <br /> <br />Mayor Klausing noted that this issue would be brought to <br />the Council at a later date for consideration, and that Public <br />Hearing forum would be a good place to address specifics <br />of the proposed development; noting this was another <br />example of a policy determination by the City Council. <br /> <br />Mr. Welsch noted that the issue would be coming before <br />the City Council at their May 10, 2004 meeting, rather than <br />their April 26, 2004 meeting as originally scheduled. <br /> <br />Mr. Grotheer noted that a petition with an excess of ninety <br />(90) signatures had been provided, urging the City Council <br />to reject this request; and Mr. Grotheer sought Council <br />support in balancing developer and area resident interests. <br /> <br />Councilmember Ihlan noted that on May 10, this would be <br />a policy issue that the City Council and residents would <br />need to decide and reviewed some of the questions the <br />Council would need to ask. Councilmember Ihlan <br />encouraged residents to come to the meeting on May 10 <br />and voice their comments. <br /> <br />Councilmember Maschka noted that housing would prove <br />to become a critical issue in the immediate future (i.e., <br />rental housing inspections; housing and/or apartment <br />maintenance; market issues; housing availability) and <br />would require many Council decisions. <br />
