Community Town Hall Meeting - 04/03/04 Minutes - Page 16 recognized Councilmember Kough for his spearheading this clean up initiative. City Manager Beets noted that April had been declared as Spring Clean up in Roseville, in an effort to clean up public rights-of-way, public property, parks, and other identified areas. Mr. Beets noted that the City has an Adopt-a-Park program; that City crews had worked double shifts to remove sand from City streets already this spring; and that the City had utilized Ramsey County Sentence-to-Serve offenders in cleaning along fence lines along County Road C, as well as the median area along County Road C. Mr. Beets highlighted the proposed dates and times for this coordinated pick up effort and the process to follow for staff coordination of efforts, as well as meeting at City Hall to receive safety vests and safety procedures; equipment; transportation to specific sites; and returning to City Hall with the satisfaction of a job well-done and light refreshments. Mr. Beets noted that one of the clean up dates would provide an opportunity for residents to interact with Councilmembers in another forum, since a quorum of Councilmembers had volunteered for clean up duty, requiring staff to notice their involvement as a public meeting. Mr. Beets also recognized the efforts and involvement of Northwestern College students; Roseville Area High School students; scout troops and others. City Manager Beets encouraged residents to sign up as a volunteer today and join in the fun and satisfaction. Councilmember Kough predicted that by the end of April, residents would recognize the difference and be proud of the City and citizen accomplishments toward clean up. Councilmember Kough encouraged and challenged residents to join in as a way of fun and exercise; and noted that Ramsey County and the State of Minnesota had furnished refuse bags as their part in the clean up project.
