April 3, 2004 Community Town Hall Meeting
Citizen Concerns and Staff Responses

free; residents do NOT have to subscribe to other cable channels. Channel 16 cablecasts
all City Council meetings and most of the City Commission meetings. Government
Cable Channel16b also has a Bulletin Board with information about what is happening in
the City.

The City Hall lobby also contains a bulletin board of city information and meetings. Of
course, City offices are open for phone calls or visits every weekday from 8 a.m. to 4:30
p.m.

The City's webpage has lots of information about current events, including a community
calendar that lists current meetings.

The City publishes the Roseville Wrap which is sent to all residents' homes five times a
year. The City also sends postcards or notices that target specific neighborhoods
regarding particular land use cases.

Residents are encouraged to call or write Councilmembers or staff at any time. Residents
are also encouraged to give feedback through citizen advisory commissions, task forces
and other public meetings.

During the budget process the last two years, the Council has considered whether to
authorize expenditures for periodic community opinion surveys.

*********************

C4. The Marchi April 2004 issue of the Roseville Wrap lacked pertinent information
about significant issues (i.e., upcoming Special Election and Twin Lakes Development);
while the public is invited to attend the Twin Lakes Stakeholder's Panel meetings, there's
little effort made to inform them of that possibility.

R4. In 2002 and 2003, the City reduced the budget for the Roseville Wrap twice. As a
result, each issue of the Wrap has shrunk from 6 pages to 4 and from 6 issues a year to 5.

The second page of the March issue of the Wrap contained a headlined article about the
April 20th Special Election above the fold. The second page of the Wrap is generally
reserved for "Council Specific" news. Here is a copy of that article as it appeared in the
Wrap:

3
