<br />April 3, 2004 Community Town Hall Meeting <br />Citizen Concerns and Staff Responses <br /> <br />This issue of improving State Highway 280 and cul-de-sacing County B has been <br />discussed at a series of public meetings - including two joint meetings with the <br />Lauderdale City Council - dating back to 2002. <br /> <br />**************** <br /> <br />C2. A resident expressed concerns about racial profiling and what the Roseville Police <br />Department was doing to discourage racism when dealing with people of color. She also <br />expressed a specific concern about an incident involving a juvenile she mentored. <br /> <br />R2. Regarding the specific incident, we found no violations of Police policy or <br />procedure. Hypothetically, if an eyewitness describes a crime suspect to police as being <br />an adult white male, approximately 6 feet in height, with blond stringy hair, and wearing <br />a red shirt, it is not racial profiling for police to detain and question white males in the <br />vicinity of the crime scene shortly after the alleged crime occurs who fit that description. <br />In general, in calendar year 2002, 41 officers of the Roseville Police Department attended <br />328 hours of training in laws and practices preventing Racial Profiling. In 2001, 48 <br />police officers received 96 hours of training in Respectful Behavior. Also in 2001, 48 <br />police officers received 384 hours of Legal Update Training, including laws regarding <br />discrimination. We have not finished compiling all of our training records for 2003, but a <br />police officer did attend a Spanish immersion program to help the City better meet the <br />needs of Spanish speaking members of the community. And the Police Department also <br />distributed brochures in 2003 that are written in Spanish and Hmong that offer <br />information and assistance to non-English speakers. <br /> <br />***************** <br /> <br />C3. How does the City Council work to get more citizen involvement in the government <br />processes going on in Roseville? How can the City Council find out how the rest of the <br />City feels about these things? <br /> <br />R3. In addition to personal contacts between elected representatives and city residents, <br />the City uses many venues to provide information to residents and to get information <br />from residents. These include weekly news releases (the "News Fax") which are sent to <br />the media and posted on the web. The News Fax contains information about current <br />events in the City. The City can't control what the media choose to pick-up and <br />distribute from these news releases, but the media are updated weekly. <br /> <br />In response to this Community Town Hall Meeting, City staff will now make the News <br />Fax available directly to the general public as well as to the media.
