<br />Community Town Hall Meeting - 04/03/04 <br />Minutes - Page 5 <br /> <br />Mr. Beets reviewed several service opportumtIes available to <br />residents from various departments, including a first-hand look at <br />the newest piece of firefighting equipment, and contact with the <br />Police Department's Heather Darby for a security analysis of <br />residential or commercial property to dissuade burglary attempts. <br /> <br />City Manager Beets briefly reviewed recent state reductions in <br />Local Government Aid (LGA) and Homestead Credits to cities <br />and the ramifications created for local government. Mr. Beets <br />drew attention to specific impacts on the 2004 and upcoming <br />2005 City of Roseville budgets, actions already taken, and <br />actions to be taken by staff and the City Council to address <br />reduced revenues of approximately $700,000 (i.e., reductions in <br />staffing levels; reduced travel and conference attendance; limited <br />reduction in service levels; and use of reserve funds). Mr. Beets <br />noted that the City Council will face additional decision-making <br />on how to continue reducing expenses and addressing inflation to <br />make the best use of tax revenues to support City services and <br />finding ways to increase or find additional sources of revenue in <br />order to avoid reducing service levels. Mr. Beets noted that <br />using this type of meeting forum to hear the priorities expressed <br />by residents was one of the tools being used by the City Council <br />to achieve the overall community goals. Mr. Beets reviewed the <br />handouts made available today for residents to provide their <br />written comment, and then introduced the process for addressing <br />the City Council verbally at today's meeting. <br /> <br />Mayor Klausing reviewed briefly the structure of the City and its <br />basic operations and functions; noting that Councilors served on <br />a part-time Council representation basis; and depended on <br />communication with staff to implement Council policy for <br />practical day-to-day operations of the City. <br /> <br />Mayor Klausing then invited residents to voice their comments <br />to the Council on their priorities for the community. <br /> <br />A.
