<br />Community Town Hall Meeting - 04/03/04 <br />Minutes - Page 7 <br /> <br />Mayor Klausing requested that Mr. Schwartz elaborate on <br />the "turnback" process. <br /> <br />Mr. Schwartz reviewed the various jurisdictional roadways <br />within a community (i.e., state, county and local); how their <br />construction and maintenance were funded; and who was <br />responsible for those activities. <br /> <br />Ms. Silvis reiterated her concern regarding the cyclone <br />fence along the Golf Course and how the 300+ residents <br />would be evacuated in case of an emergency. <br /> <br />Mayor Klausing and Mr. Schwartz identified the fence that <br />was in existence and the proposed knockdown barricade <br />and the process for ingress and egress in case of an <br />emergency. <br /> <br />Councilmember Schroeder noted that the City's Fire <br />Department personnel had been doing extensive study <br />related to these items. <br /> <br />Mayor Klausing noted that the problem had not been <br />solved; and Ms. Silvis had a good point, and assured <br />residents that the City Council and staff were conscious of <br />the concerns and would continue consideration of options. <br /> <br />Mayor Klausing noted the sensitivity of security issues <br />related to safety issues at the tank farm, but requested <br />comment from Fire Chief Gasaway. <br /> <br />Fire Chief Gasaway deferred to Police Chief Sletner on <br />preparations for potential incidents at the tank farms. <br /> <br />Police Chief Sletner summarized the pipeline safety <br />courses attended by members of the Police and Fire <br />Department; and staff s review and involvement with <br />emergency plans provided by the owners of the tank farms <br />to address such concerns as raised by Ms. Silvis. Chief <br />Sletner advised that both tank farm management teams <br />were well-aware that the farms could be a target; and noted <br />the stepped-up security at both sites since 9/11. Chief <br />
