Community Town Hall Meeting - 04/03/04
Minutes - Page 8

Sletner noted that the department has begun identifying
potential target sites within the community and region, but
due to the sensitive nature of that information, she could
not publicly share that information; but sought to assure
residents that the department was being aggressive in
networking on a local level with Ramsey County and other
agencies in developing plans of action.

City Manager Beets addressed the proposed
communication improvements, via an 800 MHz radio
system, being pursued vigorously by Ramsey County to
allow for communication interagency-wide for all
emergency responders and the availability of federal
monies to pursue this communication system.

Howard Merrill, 1887 Merrill
Mr. Merrill shared Ms. Silvis' concerns regarding the
safety issues in closing County Road B at Highway 280,
and questioned where the idea had originated.

Mayor Klausing noted that the idea had come up as a
health/safety issue of the Minnesota Department of
Transportation (MnDOT) due to it being an at-grade
crossing and the high-accident rate at that intersection.
Mayor Klausing noted the increased traffic received by
County Road B when used as an alternate route; and
possible integration into the City's pathway system if
turned back to the City by the County.

Councilmember Maschka noted, as a policy-maker, that we
as residents don't live in Roseville alone. Councilmember
Maschka noted that the federal government mandated
closing exits and the City was required to release them.
Councilmember Maschka advised that this was one of the
tensions the City Council dealt with: if we do it, how does
it affect our residents. Councilmember Maschka concurred
that many federal mandates didn't make sense on a local
level, but recognized the federal government and
MnDOT's philosophy that it wasn't normal to have
stoplights on a freeway system.
